All joking aside, the train (without reporting marks) looks to be at the Federal Railroad Administration testing facility near Pueblo Colorado. The prop looks to be for timing a planned impact. My guess is there is a ongoing study of how an EV collision impacts railroad operations (or the consequences of a train impacting an EV). My understanding it is that it is difficult for mere mortals to get into the facility, much less play around.

But hey, the setup is GOOD!
