Default Rear Spare Tire Mount Attachment Direct to Body?

I have a 30 Tudor sedan going back together after many years. Getting to the spare tire bracket that attaches to the rear of the body (this is not a side mount spare). Is there any kind of rubber or protective material that goes between the bracket and the body? Or does the bracket bolt directly to the sheet metal?

Just a bit concerned about scratching the paint.

What I did on my 29 phaeton, which is very similar to a tudor, is use some contact cement, not the water based kind that is crap, but the smelly kind that works and install friction tape on the back of the spare tire bracket. I coat one side of the friction tape with contact cement after fitting it, that goes on the spare tire bracket and apply the contact cement to the spare tire bracket where the tape goes. Then wait until the contact cement glazes over, then put the tape on the bracket. You can't see the friction tape when the bracket is installed, but it prevents the paint from chipping. BTW, I do this in other places to prevent paint chipping.

Home Depot (and probably other such) sells sheet rubber in various thicknesses and lengths/widths - not very expensive. It should work for making a gasket.
