No Matter what I try I can’t get the dump truck into 3 rd or 4 th. Truck has been sitting many years. I have flushed the transmission and added new oil.

The shifting lever works fine.

Can you put in 3rd and try to start out or will it not go into 3rd or 4th at all? It sounds like it will, if you say the shifter is working okay. I assume you know you have to double-clutch to shift that trans, no synchros. If you do not 'match the gears' rpms by double clutching, it will not slip into gear. Does it grind the gears or do nothing at all.

Take the cover off to confirm the rails and forks are moving as should, and if problems are not there then move the gears by hand to see what is stopping them

This^^^^, could be a bit of rust holding up the 3-4 rail in its bore.
