Default Continued Starting Issues

Model A left sitting for 6 years. New battery, starter turns, voltage at coil and spark at points.
1) cleaned tank out with repeated flushing; fuel flowing clean, bought new pencil filters.
2) rebuilt carburetor with kit, replacing all gummed up jets,
3) removed spark plugs. This is how they look. Severe wet carbon.

Bad coil? Bad lead to coil?

One clue - when I turn on key the ammeter doesn’t move, though it shows draw when I turn on the lights.

Points are stuck, or the condensor is shorted.

Tell us more - you're not getting carbon buildup without combustion - normally from a rich gas mixture or weak ignition. Are you running an air filter restricting air flow? Is this a starting problem, or does it just run poorly ? Where is your GAV control ?

Where are you located?

The plugs indicate that the fuel/air mixture is too rich or that the plugs are too cold. Or that there is excessive oil burning. What brand and model are the plugs? Does the engine smoke? Is the smoke grey or black?

The ammeter may not show a discharge when the ignition is first turned on depending on if the engine stopped with the points closed or open.

Plus all the questions asked by others.

At a minimum you will need to clean the plugs or put new ones in. Sand blasting works well to clean plugs.
