are the 38 truck & the 37-38 car windsheild frame, hinges etc interchangeable ?

The short answer is yes. There is a slight difference in the '38 frame and the '37. The break in the two halves on the '37 is in the center while the '38/'39 std. is about 2/3 down the outer edge.
