Default Bumper chrome quality

Where I worked the plating dept. could give you chrome plating that
went from a surface looking like a great silver paint job to a mirror finish.

Some examples called out on drawings were flash,hard,2 step,3 step
and mirror finish.

What quality chrome finish was on the 35/39 big truck bumpers ???

Most likely the examples you refer to were created long after '35 and at that time were probably just referred to as 'shiny'.

The question I need answered is, what do I request of the plating shop
to chrome my truck bumper to look like it was new from the factory.

I don't want a better than factory finish.

You probably won't get a better finish than factory except if you specify show chrome.

Be sure and clean the back side of the bumpers before sending them. Sand blasting does a great job of that. Chrome shops don't do that or at least the ones I have come in contact with over the last 40 years or so. It they aren't clean they will come back all scaly.
