Default '46 cowl vent question

my '46 cowl vent lid has what looks like a bicycle spoke attached underneath it i used to think it was some kind of farmer fix, but i looked in the '44-'52 body parts book & it is in the drawing with a part number! [but not used in '47-'48] anyone know what it's purpose is?

Without pics, I can't be certain but your description doesn't match anything on my 46.

Mine has the same thing. I think it might be some sort of vibration damper, I have asked the same question and nobody has an answer.
