Default Oil Pool in Center chamber

I took my valve cover off to try to fix a pesky oil leak. What I am noticing is that the front and rear chambers have drained out any oil that was sitting in them, but the center area is retaining the oil. should it be draining down into the center main? If the answer is yes, how can I check to make sure there is no obstruction?

The car has set for over a day.

Run a pipe cleaner down the oil tube for the center main. You can feel when it touched the crank, then pull it out and check for sludge.
