Default signal stat (again)

I installed a signal stat 900 in my ccpu. Have all the wires wired as in the diagram. Before I installed the lights, I tested the circuit. 6 volts were going to all wires when signals engaged. I installed the lights and the volts dropped to 3.44. I unhook the light and the wires go to 6 volts again. I have tried 3 different flashers with the same result. I have a seperate grounding wire from the switch to the frame. Any thoughts?
