Default Convertible electric pump question

I have a 1954 Sunliner, and purchased new top cylinders and a new 12volt pump. I am using the original hoses (or at least the ones that were in the car when I bought it). I blew the hoses out with an air hose. My problem is while bench testing, the cylinder with short hoses advances first and then the one with long hoses (left one) advances. Does anyone know if this is normal under a no load bench testing condition? When in the car with a significant load will they advance the same?
I hate to install it and end up bending my top mechanism which seems to be in good working order.
