I'm pretty sure that 4-spoke wheel was only offered special on certain Crestliners in '52 and '53. I've never seen one in a '54, but that doesn't mean they didn't offer them. If so, probably would have also needed to install a '53 steering column due to the slant of the gearshift lever & turn signal lever.
That horn ring assembly only fits the Crestliner accessory wheel those few years.
'53 was the 50 year anniversary of Fomoco and last year for the flathead. You may have noticed the phrase "Silver anniversay" stamped into the center plastic emblem on '53 horn rings.

The 50 & 51 Crestliner steering wheels had the spokes arranged in a full on X pattern and there was a stylized F in the center.
