Default 37 Flathead Raised deck ??

Like the title says, how about a 37 block with a raised deck ( or more accurately a lowered block) I was going to post this in the Flathead identification thread but if there is a simple answer or I missed it in the thread then I don't want to ad this and clog up the thread. This is all assumptions on my parts but I see w/p's in the block, 21 studs and a 78 on the bell housing. 78 should be 1937 but maybe not ? The raised deck is the only thing that doesn't fit . Anyone have more info ??
