Default Kansas plate toppers

Hi guys , could anyone explain how the number plate toppers worked in Kansas in and around 1947 , I am looking at putting one on my restored
1 ton truck . a friend gave me an 8M topper would this be correct ? just trying to create some interest and get the tongues wagging when I put the old girl out in pubic, even if it is here in Australia. Also does anyone know what EXPRESS means that is hand painted on the firewall under the hood of my truck?
