I use sandpaper to clean the carbon and polish the commutators on generators and starters. The only time that I would turn down the commutator would be if it was out of round. This is what commutator lathes are for. I have only seen one generator armature that needed to be turned. I don't know what causes a commutator to get out of round. I've got a few starter armatures that are badly out of round. I've got an armature lathe but seldom use it. the more the commutator is turned down, the weaker the starter becomes.
