Default Exhaust manifold removal

I need to replace the left side exhaust manifold on my 1940 V8 Tudor Sedan. I attempted to remove the six bolts holding the manifold to the block and only one of them came out. I have shocked the bolts with an air chisel and that did not help. What would be the best way to get the manifold bolts out without breaking them? Should I heat the bolt heads and let them cool to try to remove them or just cut the bolt heads off and weld nuts to them? Thank you in advance. Gil
