Default 28' head

I found that the center elongated water jacket on the cylinder head is filled and solid by what looks like weld or manufacturer failure to grind out during production. has any else seen this?

Earlier heads did not have the center elongated hole like the later heads. Some original heads had a round hole in the center.

Someone used plain water for coolant, and the water touching the head rusted that oval area. Just leave it, as it's fine, but check the head and block for rust deposits, especially at the rear of the block.
