Default Rotor to dizzy body gap

I have not been able to establish the recommended .025 between body to rotor gap. I have changed bodies, rotors and both at the same time. They vary as much as .020 - .060 at each of the 4 points within the same distributor. The distributor has no play in the bushings. My only thought is that the bushings were reamed off center. The suggestions of fellow members would be appreciated.
