Default Splash shield bolt locations

I am trying to test-fit my splash shields to my frame. I have the welting laid out and all the bolt holes cut out. There are seven bolt holes for the frame, but I can only figure out the bolts on either end. The first picture is looking at the front end of the shield, the second picture is the middle, and the third picture is the back end. I put bolts in the forward-most hole and the rear-most hole, but where do the other two bolts go? I'm assuming there are two more, because the "set" of bolts I got from the supplier had four.


I have a 1929 Special Coupe.


The splash shield is new, but my running boards are old and decrepit.....and from looking a photos on other threads, the inside edge of the running board fit in the channel at the bottom of the splash shield. To do that, it looks like I will have to push the bottom of the shield in toward the frame and then try to lay the running board on it so the bolts will go through the brackets.
