Default 1936 Rumble Seat Step Question

For the '36 5-Window, I have a '36 tail light that someone has done, what I think is, a great job modifying it to hold the spacer and step.

My question is, are the spacers available by themselves? And who might have one? From a visit to ACE hardware, I have determined that the threaded bolt on the step is a half inch bolt with 18 threads per inch. Of course they did not have such a nut for fastening the top step to the fender. Is there a spacer between the fender step and the fender? Any kind of plate under the fender where the nut goes? And again, who has one?

Back to the tail light, is that spacer bolted to the tail light, looks like that would be the most secure way to hold it on? Is that spacer threaded? And what are its outside dimensions in case I have to make one?

Photos of an authentic one would be appreciated as well.
