Were all Model A fender's and splash panels black?

The rear splash apron on my 1930 Town Sedan is the body color.

The correct answer to your question is No, ...not all. There were fleet concerns that could special order passenger cars (-along with AA & commercial vehicles) with colors other than Black on fenders & aprons.
