Back to the original question of buffing/sanding Rustoleum - alkyd enamel paint takes at least 6 months to harden up enough to do this with any success. In the 50's& 60's when it was used on commercial vehicles they would bake it to harden it up fast. Although I haven't tried it, a hardener can be mixed with it to improve its initial softness.
