Installing the control rods

I am having a major problem threading the two control rods into the two openings, on the steering column, where they come out and the accept the springs, control arms and the two holding pins.

According to Les Andrews directions on page 1-303, I still, can’t follow that procedure. I don’t seem to see the two tubs inside the main tube, to install the rods into and if the upper bushing is installed - you can’t see in. Does anyone have a helpful suggestion ?
