Default 39 Ford bumper jack

How do you operate a 39 Ford bumper jack, I can make it go up but don't know how to make it go down. jack is a R&J 160.

Not certain what an R&J 160 is.
I have attached a photo of the two correct bumper jacks for 1939 passenger cars.
One is a Reyerson - Haynes, the other is an Auto-Specialties (Auscolift).
Both operate the same way.
As memory serves, to make the jack lower, place the handle in the opening just above the lever you had used to raise the jack.
Push the handle down / up and the jack will lower.

Please, for your safety, do not use this jack. I'm confident others will back me up on that advice.

Bumper jacks of any kind can be dangerous. There is no way I would attempt to use one.

I carry one in my '51. I have oversize tires on the rear (225R75-15) and I need it to get the body high enough off the ground so I can get the tire off after I jack the axle up with a scissors jack.

Hopefully, I'll never have to use it.
