YES THE 39 DOES HAVE A STRANGE LITTLE BREAKER SIMILAR BUT DIFFERENT THAN THE 40, BUT I DON'T THINK THAT IS THE PROBLEM AS THE HORN WORKS AND IF I'M NOT MISTAKEN THEY ARE ON THE SAME CIRCUIT AND SAME HARNESS. I THINK THAT THERE IS A LIGHTING SWITCH BETWEEN THE HORN AND THE HEADLIGHTS, I WONDER IF THAT COULD BE THE PROBLEM?

Start at the problem (the headlights) and work back to the source (the battery). Check the bulbs for continuity, check the grounds at the bulb sockets, follow the harness checking each component in the circuit along the way.

It it is he'll find it by using a methodical diagnosis. Throwing parts at a problem will usually fix it eventually, but it costs money and time.
