Default 1939 ford coupe floor install

I have a beautiful bodied 39 Deluxe coupe.
Except that the bottom is rotted off, and someone raised the floor up 4".
So I need to remove the floor and install a new floor back to stock height.
I have new floor panels and a pair of rockers.
Question: is the rockers supposed to be on top of the floors?
If so,how do I attach the floor to the rocker, or do I tack them in place then remove the floor / rocker and weld it off of the frame?
