Default Early 28?

This is not my car, but I thought it was interesting, and possibly a pretty good deal!

The left hand brake would indicate an early 28, but if the brakes have not been modified to the later style, the 1930 wheels will not safely fit the early 28 drums.

With the date on the firewall, and the State issued VIN tag (serial number) something seems amiss.

Only way to identify this car, from photos, is the tank test date of Aug '28, plus it has the early style emergency brake, so it looks mid '28.
Has a re stamped block.
