Default Ring on Speedometer Gear

My speedometer cable broke. I put the replacement cable in the car and when I try to put this gear into the new speedometer cable, it won't fit. Looks like the ring is stopping it from going in. Does anybody know why that is there and if I can take it off? thx

typically something like that is to prevent gear from falling out,mostly for the assembly line, --- use small screwdriver to tuck it in gently
