Could be a grounding issue. The solenoid grounds through its mounting bolts to the transmission case. Try running an extra ground from one of the bolts to a convenient spot on the chassis or body of your car. Old cars are notorious for poor grounds for a variety of reasons. 6 volt systems are pretty ground-sensitive. I always run extra grounds for cheap insurance.
Another possibility: the governor may not be sending the ground signal to the relay. The governor rarely gives trouble but it may be worth a try to test it. You can do this with a test light or a VOM set for continuity. If it's not working you can remove the cover and dress the points lightly with a point file.

ok...thank you to all who tried to help me with my tranny OD problem...turns out that it is not an electrical issue but a pawl/blocker ring issue.I tried to line up the pawl to the blocker ring and was not successful with the tranny in the car. So I have now pulled the transmission and will examine it first chance I get and report back.
