how tight should the bail be? many times when I make a turn, the horn rod lever moves and light switch goes off.

The bail has nothing to do with that. It's interference at the top there in the steering wheel and bushing.

the bushing is new, is the problem between the steering and the horn rod lever?

If the horn rod is bent, it can bind in the steering shaft and turn with the steering. It is a #$%^& of a job to take the horn rod out with some body styles - avoid it if you can if you have one of the difficult bodies like Coupe, CCPU, Sport Coupe. Any of the open cars are easier if you fold the roof down.
Try taking the switch off the bottom and seeing if there is any drag when you turn the light switch lever in the middle of the steering wheel. There should be none.
A build up of crud inside the steering shaft can also cause unwanted drag.

Did you replace the horn Rod with a repo?
Do you feel the detents when turning the switch to different positions?

Sometimes just moving the horn rod up a little so you can get access underneath the horn rod, cleaning out and around all mating surfaces. Check for any interference and even lightly sand, clean, and lubricate that area. Could be all it takes.

On my '31, where the horn rod is recessed in the steering wheel, I just put a little white lithium grease around all mating surfaces and that solved it from turning with the wheel.

Its a rebuilt 2 tooth, the rod is perfectly straight and I feel the 3 positions of the detents.

I will try the white lithium since that area is very dry.

The horn Rod should spin free in the collumn with no drag if the light switch was removed....
White lithium drys out like a rock... I use synthetic grease ...or even wheel bearing / front end grease would be better

I just put the white lithium before I saw your post Mitch, it did spin free after the lithium was applied.
