Default 1936 Handbrake

The piece of flat metal that is about 4” long by 2” wide that looks like some type of shield and is sitting at the bottom of my hand brake, does that go UNDER the floor or ABOVE it?
There is a half-moon piece cut out in one end of it. Does that face towards the front of the car or the rear. Thank you

on my 35, I fit it with the cutout facing the opposite way to in your picture, so it clears the bracket. It sits where you've got yours, a foam insulator goes over the top of the gearbox and handbrake , then the floorboard is placed over that.
