Default 29 PU Door Alignment

Hung the doors this past week. Driver door aligned after a few latch adjustments and open/closes well. The passenger door is 1/2 inch low at the latch. My understanding is that the back of the cowl needs to be shimmed up. Problem is how. The body block is long running under the cowl and the door piller. Under it is the rubber body shim. How to lift and insert additional shim is the question?

Ordinarily you would just add a rectangular pad with two holes at the frame bracket where the two carriage bolts are. However the cowl will only twist so much and the differential between the two sides sounds quite extreme. I would guess either the cowl was skewed a little when it was assembled or you have a pretty good sag on the passenger side of the frame that should be corrected.
