Ross is a company with a long history. Ross has built steering boxes for small vehicles to large off road mining equipment. If this particular box works for your application, you needn't worry about the quality. I believe Studebaker is just one example of an auto company that used Ross. Come to think of it the K/KB series IHCs used Ross. I rebuilt one when I restored an IHC M-1-4 WW2 USMC front line ambulance, which was based on a K3.

I have removed several Ross steering gears from early Gleaner/Baldwin combines and sold them for use in hotrods.

I`m not sure i see what all the fuzz is about with the Ross. To me it seems like a very cheap and naive design compared to a rolling sector Gemmer. i have 10.000s of miles with both and the Ross is a crude and and not very strong design. They are very direct though and that might be the reason they were popular with the racing guys. But i`ve seen Ross sectors with the two teeth sheared right off, and i beleive the stock Ford Gemmer boxes even from 1932 and up is a safer and much better box when evenly compared and both in good shape.

All true.
Ross boxes were easy to convert to center steering for race car applications after the war but soon were phased out because they failed too often when the front end took even a slight bump.
Not a good choice for any application.
