Default Late 31-Early 32 Ignition Switch

Working on a Panel Delivery that has a On/Off switch, Not a Pop Out type. The keys are Briggs & Stratton #C399 Round Head. Was this used as a replacement switch? Is this type acceptable for Touring Class Judging?
