Default Starts and then stops

1948 starts the shuts down.
Has gas and points have voltage but doesn’t seem to go through to other half.

Please clarify. Are you saying that one set of points gets voltage, but the other set does not? Maybe some more detail on how you are starting it and what happens.

It sounds like ballast resistor may be bad. Will the engine keep running if you keep the starter button engaged?

There is no ballast bypass like used on newer cars (at least on a '47) this may not indicate a ballast problem. I was quite surprised to see that the ballast resistor on my '47 was not bypassed when starting!
