Default Locking radiator cap

Bought a locking radiator cap A-18360-B.

How does it open up?

I just took it out of the box, I see the hinge, but it does not seem to want to open ??

The one that I have has a quail on it. The bird part twists and the bottom stays in position. Then the bird part opens using the hinge.

It may be tight since it is new. Hold the hinge and bottom securely. Untwist the top about an eighth of a turn and then it will open up.
