Someone narrowed the width of the shackle pin bores to probably use them with a Model T spring. The bores are fine as well as the shanks and threads. The shackles really don't need all the hole to work just fine. Some tubing could be added on to make them as new. They are pefectly fine except for the bore narrowing.
