Default Help - Have a “spare” part and not sure what it is

As I finish up my flathead build, I starting to get to a few “leftover” parts. Found this odd fellow and have no idea what it’s for. I wrote on the bag it might be for the crank or generator pulley, but I’m sure now that is not the case. Any ideas?
