The part in the picture appears to be part of the locking spare cover Ford used on the pickups and panel deliveries using the wide five wheels starting in 1936.The entire locking spare cover looks somewhat like a frying pan when the other parts are included.

There should be a notch in the edge opposite of the hinge piece. The hinge piece is where the stainless cap goes. This would be where the strap goes for the pickup.
If that is not there, then it is for a panel.

There is no provision of a Strap on the Unit that I have. I found this picture of a similar Unit with a Strap. On that basis, it would seem that the Unit that I have is for a 1936 to 1939 Panel Delivery, as suggested by Bruce. Thank you Bruce.

What you really have is just one part of the panel spare cover. There are 3 pieces to it and then the lock assembly.
I have attached some photos.
One shows the side view -- your piece is the part that shows to the top of photo. As you can see there is a bigger cover that attaches (the holes in the top of yours) by rivets. The stainless cover is to the bottom of the photo.
Another photo shows the top view close up -- the large cover is riveted to the piece you have and then a circular funnel shaped piece covers the rivets and is held in place by the lock pieces.
Another photo shows the overall assembly.
(and no, it is not for sale--have plans for it)
Hope this explains the panel spare tire cover --

Mercman...I have both a complete one for the panel delivery and a couple of the ones for the pickup out in the shop. The ones for the pickup seem to come up at swap meets and online with some regularity. The setup for the panel delivery seems to be harder to come by which would make sense since I suspect the production numbers on the panel delivery was somewhat smaller. The stainless cover that attaches to the hinge is the same as the 36 Deluxe passenger car locking spare cover. I haven't seen many of the large plate like piece shown on the picture posted by nelsb01 that your piece attaches to come up for sale. Dennis Carpenter had one in their NOS department for several years, but it was no longer there the last few times I have gone to Carpenter's. There was one for sale at Iola the last time I went and those were the only ones I have seen other than on complete sets.

Mercman, somehow I've wound up with some of those commercial spare tire covers and related parts and pieces that were included with parts collections that I've acquired over the years. I often take them to swap meets, but there seems to be very little interest in these items.
