Default Wagner Comex woven brake liner friction differences

Here is a photo of some Wagner Comex liners, notice the note about 4 X Low, and 4 X Standard friction. I’m using cast iron drums. Original spoked in front and I haven’t purchased the rears yet.
How were these supposed to be configured? Low in the rear and standard in the front? Since by the 50's, drivers were accustomed to a front biased braking system.....? I have searched the internet for any info and can’t find anything. I’m hoping someone remembers these and where to install them.
Also I have some old hollow Rivets. I’m not sure what the proper ones are for the model A application. Does anyone know the proper size for them? I know that typically you want one and a half times the diameter protruding past the material before you swage them….. Not sure with the soft liner and hard shoe if that is still true.
