Default '40 Trim Rings

Are the wheel outer trim rings the same on a 60HP wheel (16x3-1/2) and a 85HP wheel (16x4) on a 1940 Ford? Thanks

Saw this set at a Swap Meet a few years back. They wouldn't fit the wheels in the background, as they are later model Ford..

wheels in the background are aftermarket fit's a lot of different bolt patterns
