Mike,

Try calling your local Justice of the Peace.

I just did recently in a Model A title case similar to yours -- very glad I did.

You may be surprised to learn that many states have laws to allow Justices of the Peace to order DMV to provide a title for you, even when DMV has refused to give you a title.

As such, DMV has no choice but to comply with the order from a Justice of the Peace.

The vehicle was abandoned on your father's property 20 years ago by persons unknown?
Use the court method, see post 11 for the form. You don't need a lawyer. It will cost you court fees and publication of notice charge.
You father can get the title in his name.
