Default Radiator Splash Pan

I've had the radiator out of my '28 to replace the water pump and at the same time did some painting of the front fenders and miscellaneous black sheet metal pieces. When I removed the side pieces where the hood latches are mounted along with the radiator splash pan, the splash pan was mounted on the top of the fender forward flange (and thus on top of the front frame rail. Two hold down bolts to secure the side pieces to the splash pan and grab the fender flange were not fitted.

As I go to re-install, the whole setup looks suspect so to start with, can someone please confirm whether the top flanges of the radiator splash pan (with the capture threaded nuts), are meant to be mount above the frame rail and fender flange, or below the frame rail?

Jack, it sounds like you are missing the wood blocks between the Hood Shelves and the fenders.

No, wood blocks are installed on the hood shelves. Playing with it further, it seems obvious that the radiator splash pan mounts below the top flange of the frame rail but I have to fight it some more to get holes to line up. Jack

The front fenders have the little box shaped spacers that hold the front part up a bit off the frame horns. I've seen those spot welded spacers on the fenders get mashed a bit due to over tightening. The hood shelves lay over the top so they have their own blocks to hold them up. The oval head screws that hold the fender & shelf portions to the frame horn, fit down through those parts and attach to the captive nuts on the front apron that has the tabs that go under the horns. All these parts interact with each other so hopefully they fit well together so that it looks the way it should. Screws going through so many parts like that can create alignment problems. Bent or tweeked front frame horns can really make it a challenge to get all this stuff to fit right.
