Default Specs for fuel pump screws

Does anyone know the specs for the screw/bolts to attach a 1951 fuel pump to the fuel pump stand?

FoMoCo book says: #12148 5/16 x 18 thread x .90" inches long. Good Luck with a .90" long cap screw! It shows a flat washer and a lock washer also.

I'll never understand automotive engineers, well hell engineers in general. Why in automotive industry they will not use common lengths like 1/4 1/2 3/4 1" instead 3/8, 5/8, .90????? and on diameter's why 7/16 and 9/16, commercially those are the worst two diameters under 1". Why couldn't they just go to 1/2 and 5/8????
