Default 34 Brake pedal "resistance"

Seem to be having some brake pedal problems that started a few days ago and wondered if any one has had the same problem and/or has a solution .
Firstly Stock 1934 mechanical brakes with 2 rods on the rear each side ( Separate E brake and Rear brakes) does have Teds Floaters . When I go to depress the brake pedal it appears stiff for the first 1/4-1/2 inch or so -I have to apply more force than normal and then suddenly I seem to pass through the range of stiffness and I am applying heavy brakes . Is a real problem in traffic as I can't apply a little braking in a controlled manner to maintain my distance to the car in front and I run the risk of the car behind rear ending me.

All the brake rods seem to move freely as do the cross shafts
I can't seem to adjust it out and wonder if the brake operating pins in the front are hanging up some how. I would appreciate any input -Karl
