Default horn wiring

On an early EA Labs horn does it matter which wire is the hot and which is the ground?

It looks like both wires solder to the same piece of metal. Why is it not a dead short?

If you are talking about the terminal with 2 wires that is screwed to the cutout, one wire is the power feed for the horn and the other wire is the power feed for the lights.
