Default Emergency brake carrier

When were the 4 lugs added to the emergency brake carrier? What kept the emergency brake centered before the lugs were added?

Have four 28/29 vehicles, I use the non-lugged carriers, even though once installed you can't tell which kind was installed. The emergency brake shoes have a small area that can contain them on the edge of the non-lugged carriers. I guess Ford found that now and then there were problems and added lugs to make them better.
