Once upon a time some cities had ordinances that required motor vehicles to be disassembled for passage through the city limits. This was to prevent scaring horses.

that looks like a 45cu. in. flat head, more popular with police and military. the ohv "knuckle head came out in 46, they really bring the big bucks.

45s had the chain guard on the right, this one looks on the left, maybe a 80 cu in UL or an earlier VL?
