Default 36 Speedometer-What am I doing wrong?

I checked the speedometer with a test cable and it moves correctly. I checked the cable and it is rotating when the rear wheels are turning, in the correct direction CCW. When I attach the cable to the speedometer, nothing happens, not even a slight movement. I tried stopping the inner cable with my fingers when the car was moving and it would not stop. Any ideas would be appreciated.
