My original 28 phaeton inner dash rail measures 1052 mm across.

Ebay has a 'glass one said to be 28 and styled after a 28 top rail with a 32 dash section below. and the seller says it measures 1025 mm across and it seems the outer holes are closer to the ends of dash than my phaeton.

He says it matches his steel coupe dash.

So, are open and closed dashes different in width AND hole placements?

They are considerably different. The length difference is minor compared to the other differences.
