Default Flange to Flange Measurement?

When measuring a rear end out of a car is the flange to flange distance the distance from the axle flange to the axle flange or from the housing flange to the housing flange. Also, wouldn't it be better to give the measurement from wheel mounting surface to wheel mounting surface so as to make it easier for comparison with the original rear.
